Committee meeting ·
Committee: Finance Select Committee (NCOP)
Video The Committee met to consider and adopt its North West Oversight Report, reviewing the document section by section and incorporating final amendments. Particular focus was placed on the Committee’s observations, including revisions, noting that the aviation school previously operating from the provincial airport had ceased activities due to the facility’s vulnerability, which increased the risk of deterioration and misuse. Members also agreed to include a clarification regarding the removal of aircraft now under the ownership of the South African Revenue Service and discussed broader maintenance responsibilities for the airport. During deliberations, members raised concerns about the recurring nature of findings from past oversight visits and the lack of decisive interventions to address systemic issues in the province. It was emphasised that the Committee should strengthen its role in ensuring financial accountability and oversight, including considering a forensic review of provincial financial transfers and procurement practices. Members noted that some issues, such as those involving public infrastructure and contractor performance, required further investigation and coordination with other oversight bodies. The Committee acknowledged that this was its first oversight report under the current term, representing an evolving and more integrated approach to parliamentary monitoring. Members agreed that follow-up actions would be necessary once responses from the province and audit authorities were received. The North West Oversight Report was adopted with amendments, with the process viewed as a valuable learning opportunity to strengthen future oversight and accountability.
