Video Buffalo City Metropolitan Municipality Presentation (awaited document) The Portfolio Committee on Small Business Development met virtually to receive briefings from metropolitan municipalities on measures being implemented to reduce red tape and improve the ease of doing business for small enterprises. The meeting formed part of the Committee's oversight programme aimed at assessing municipal interventions to support small, medium and micro enterprises (SMMEs), informal traders and spaza shops through improved regulatory processes, licensing systems and local economic development initiatives. Buffalo City Metropolitan Municipality presented its interventions to reduce red tape, support informal businesses and facilitate access to opportunities for small enterprises. Briefings were also scheduled from other metropolitan municipalities. During the engagement, Members raised serious concerns regarding the late submission of reports and presentations. The Committee noted that documents had either been submitted shortly before the meeting or while proceedings were already underway, leaving Members without sufficient time to study the material and prepare for meaningful engagement. Members emphasised that parliamentary oversight depends on the timely submission of reports and supporting documentation. They argued that without adequate time to analyse reports, the Committee could not properly assess municipal performance, interrogate information presented, or evaluate the effectiveness of interventions aimed at supporting entrepreneurs, informal traders and spaza shop operators. The Committee also expressed concern about the quality and level of detail contained in some of the presentations. Members indicated that the information provided did not adequately address key issues relating to support for small businesses, licensing processes, informal trading, local economic development programmes and interventions to improve access to economic opportunities. Following discussions, the Committee agreed that meaningful engagement could not take place in the absence of properly submitted reports. It resolved that municipalities that had failed to comply with submission requirements would be required to return to the Committee at a later date. The Committee further emphasised that reports should be submitted well in advance of meetings to enable Members to prepare adequately for oversight engagements. The Committee reiterated that municipalities have an important role to play in creating an enabling environment for SMMEs and reducing barriers to economic participation. It stressed that effective oversight requires cooperation, accountability and adherence to parliamentary processes by all institutions appearing before Parliament. The Committee remains committed to strengthening support for small businesses, informal traders and cooperatives, while ensuring that municipalities account for the implementation of measures intended to improve the ease of doing business and promote local economic development.
