ECD Integration & Grade R Implementation: update

The Department of Basic Education (DBE) briefed the Committee on its ECD mass registration drive towards achieving the 10 000 target of registered ECD centres for the year 2025. Challenges discussed included funding, infrastructure and teacher qualifications, with over 12,400 under-qualified Grade R practitioners. The need for culturally sensitive, inclusive programs and adequate resources for children with special needs was emphasised. The importance of proper infrastructure, teacher training, and community engagement was also highlighted. Committee members questioned the quality of reporting and the failure of the departments to screen and identify children with special education needs. Members questioned the lack of regulations and implementation of the Basic Education Laws Amendment (BELA) Act. Members were aggrieved that the Minister was not present for engagement on this and other pertinent issues. Members were concerned about the inadequate coverage of ECD subsidies and number of under-qualified practitioners. Further concerns were raised about the timeframe for addressing these ECD challenges. Finally, a call was made to strengthen interdepartmental collaboration.
