Video 2025/26 Annual Performance Plans The Portfolio Committee on Public Works and Infrastructure convened a meeting to discuss the Annual Performance Plans (APPs) of four entities: the Independent Development Trust (IDT), Agrément South Africa, the Construction Industry Development Board (CIDB), and the Council for the Built Environment (CBE). A significant portion of the meeting involved discussions around apologies for absent officials, with concerns raised about the lack of proper documentation and accountability for overseas travel. There was a strong call for adherence to proper procedures for submitting apologies and a demand for more transparency regarding the purpose and cost of official travel.  The committee also reviewed resolutions from previous meetings, including scheduling future meetings more efficiently, conducting lifestyle audits, finalizing blacklisting of non-performing contractors, quarterly updates on Audit Action Plan implementation, and engaging with National Treasury on payment issues. The IDT highlighted financial sustainability, client service, and organisational capability for infrastructure delivery in its presentation. The committee expressed deep concerns about the IDT's history of financial mismanagement, persistent deficits, wasteful expenditure on litigation and travel, and its request for additional funding without clear justification for improved performance. Questions were raised about the collection rate of management fees, the lack of local resources, and the need for quarterly financial and delivery scorecards. The IDT clarified that its request was for projects to manage, rather than direct funding, to help achieve financial sustainability. The importance of accurate reporting and avoiding misleading Parliament was heavily emphasised. Agrément South Africa highlighted its focus on eco-labelling and the need for more internal labs and testing centres to ensure sustainability and effective product assessment across various environmental conditions. The CIDB outlined its strategic interventions for 2025-2030, including the B.U.I.L.D Programme, monitoring industry performance, supporting marginalised groups, promoting best practices, and digitalisation. The committee questioned sanctions for non-compliant municipalities and state-owned enterprises, support for small and emerging contractors to advance in grading, and the progression of graduates into the industry. Concerns were also raised regarding contractors with high grades failing to complete projects and the potential for corruption in the grading system. The CIDB indicated plans for new research to create a reporting framework for all project stakeholders to ensure accountability. The CBE's mandate of transforming the Built Environment Sector, developing professionals, and empowering women, youth, and persons with disabilities was noted. Strategic risks included inconsistent policy application, insufficient funding for tracking systems, inadequate IT integration, and challenges in revenue diversification. Overall, the meeting underscored the committee's focus on financial accountability, effective project delivery, and the crucial role of oversight in ensuring entities meet their mandates and contribute to national priorities.
