Status Update: IDT Reconfiguration & Turnaround; with Minister

Members raised pointed questions about IDT’s dependency on departmental payments, the strategy to recover outstanding funds from client departments, and the effectiveness of legal or alternative enforcement mechanisms. Concerns were also raised about the lack of internal financial controls, which continued to affect governance, operational efficiency, and service delivery. The impact of budget cuts on the IDT’s ability to function was highlighted, with specific emphasis on the precarious nature of its cash flow and the feasibility of partnering with private companies under tough economic conditions. The Committee queried the IDT’s lease obligations, its outstanding debt to contractors, and the lack of a reliable income stream, despite repeated government bailouts. There were concerns about the entity’s failure to pay contractors on time -- particularly small, black-owned businesses -- which had led to business closures and contributed to a lack of confidence in the IDT’s ability to fulfil its mandate. The financial mismatch between project requirements and approved budgets, as well as delays caused by feasibility assessment failures, land unavailability and misaligned planning, were flagged as core issues undermining performance. The Committee asked for more information on the geographic and demographic breakdown of personnel within the IDT, particularly in relation to gender and disability inclusion. They expressed concern about its capacity to retain skilled staff amid private sector competition, and enquired about its long-term retention strategies. Members also scrutinised the board's legitimacy, including the appointment and removal of members, alleged qualification misrepresentations, and conflicting statements between the Minister and Deputy Minister. They requested clarity on the board’s vetting processes, selection panels, and recent court cases related to board appointments. Attention was drawn to the lack of a quorum in board decisions and the possible invalidity of actions taken under disputed leadership. Members asked for an update on any investigations into qualifications, as well as the outcome of the Public Service Commission’s review. The Committee questioned why the IDT continued to lease buildings when the Department owned suitable infrastructure, and why more had not been done to ring-fence project funding to avoid budget deferrals and project cancellations. Several Members raised alarm over the ballooning debt owed to contractors, which stood in stark contrast to the amount owed to the IDT by client departments. They questioned why aggressive recovery strategies, such as withholding services, had not been pursued and called for consequence management against those responsible for mismanagement and failed governance. They also questioned the business model that continued to rely on low management fees and external bailouts without a clear plan for self-sufficiency. Finally, the Committee called for stronger oversight, consistent reporting on payments and project progress, and improved coordination between the IDT, the Department of Public Works and Infrastructure, and provincial departments. There were suggestions to institutionalise engagements between ministers and Members of Executive Councils (MECs) to ensure greater support for the IDT. The Chairperson underscored the need for transparency in board appointments and qualification standards, and the specific steps being taken to stabilise the entity and restore its capacity to deliver social infrastructure effectively.
