Committee: Public Works and Infrastructure
The Portfolio Committee on Public Works and Infrastructure met to discuss the Department of Public Works and Infrastructure's (DPWI) and the Property Management Trading Entity's (PMTE) fourth quarter performance for 2023/24. The Deputy Minister began the session by reaffirming his commitment to accountability and the importance of aligning financial and non-financial performance indicators. The Chairperson appreciated the thorough presentation but expressed concerns about the Department’s difficulties in recovering outstanding fees from clients. She inquired about legislative limitations that might hinder the Department's authority to enforce payment and sought ways the Committee could support the Department in fulfilling its legislative duties. Committee Members raised several critical issues. Concerns were voiced about ongoing underspending, unfilled critical positions, and the need for clarity on the roles of the Independent Development Trust (IDT) and Infrastructure South Africa (ISA). Questions were asked about the Department’s strategy for addressing these challenges and the monitoring mechanisms in place to ensure resolution. Members also pointed out the apparent disconnect in the budget allocation process and raised issues about the influence of the construction mafia on the budget process. The necessity for clear communication and a strategic plan for raising awareness about departmental initiatives was emphasised. Concerns about delays in infrastructure projects, the impact of pending legislation, and the Department’s capacity to manage property effectively were discussed. The Chairperson insisted on increased transparency and support from the Department, calling for a detailed report on outstanding debts and unfinished projects. She supported the suggestion that the DPWI, PMTE, and National Treasury should present a business model to optimise the PMTE’s operations, ensuring it possesses the necessary tools to recover debts and maximise the value of the government portfolio. The meeting concluded with the adoption of the minutes from the previous meeting held on 4 September 2024.
