Video The Portfolio Committee received briefings on the state of micro, small, and medium enterprises (MSMEs) in South Africa. The Bureau of Market Research briefed the Committee on the Small Business Growth Index compiled in partnership with ABSA Bank and the University of South Africa. The research found that the sector was under significant strain, with more than half of the 1 601 businesses surveyed found to be contracting or in distress. Key challenges included cost pressures, infrastructure instability, limited access to affordable finance, and critical skills gaps. The overall national index score of 51.08 out of 100 indicated a vulnerable sector. Businesses had called for reduced bureaucracy, improved finance access, and possible VAT reductions. A presentation by CSC Advisory proposed a suite of integrated reforms to catalyse MSME development. It argued that incremental approaches were insufficient and outlined six key initiatives. These included a Unified National Business Package to simplify formalisation of small businesses, a data-sharing initiative to improve credit access, a reduction of red tape, a credit insurance scheme, incentives for skills and capital, and a national programme to promote an entrepreneurship culture. It was emphasised that coordinated, high-level leadership between government and the private sector was essential to implement these measures. Committee Members said the data confirmed widely recognised sectoral challenges. Questions and comments focused on the need for actionable solutions, the specific impact of regulatory burdens and labour costs, the misalignment of government funding instruments, and the importance of ensuring that support reached informal, township, and rural businesses. Concerns were also raised about the representativeness of the survey methodology and the framing of policy recommendations. In their responses, the presenters clarified the robustness of the research methodology and reaffirmed that the data provided a clear roadmap for targeted intervention. They emphasised that issues of affordable finance, administrative burdens, and infrastructure stability were critical. A strong, structured partnership between government and the private sector, modelled on the response to national crises, was required to drive integrated solutions and create a more enabling environment for MSMEs.
