Video Budgetary Review & Recommendations Reports BRRR The Portfolio Committee convened to consider its Budgetary Review and Recommendations Report (BRR) of the Department of Water and Sanitation and its entities, and to review its recent oversight visit reports to KwaZulu-Natal and Gauteng. Members were taken through the BRRR page by page, after which the recommendations were grouped by the Committee's content advisor under thematic headings. These included improving performance indicator design to ensure targets were SMART (specific, measurable, achievable, relevant, and time-bound); strengthening contract and project management by establishing a dedicated internal oversight unit; and collaborating with National Treasury to blacklist non-compliant contractors. Other recommendations called for enhanced procurement controls, accelerated filling of critical vacancies, and improved oversight and capacity support for catchment management agencies. Recommendations directed at the Department of Performance Monitoring and Evaluation included granting it legislative authority to enforce implementation of oversight recommendations, improving intergovernmental coordination among departments, Eskom and municipalities to address infrastructure bottlenecks, and ensuring that findings from blue, green, and no-drop reports were monitored and acted upon. Recommendations to National Treasury focused on enhancing budget flexibility to accommodate unavoidable project delays, enforcing contractor blacklisting, and strengthening oversight over municipal water debts and the Metro Trading Services Programme. Members expressed concern that the limited time for the oversight visits had not allowed for in-depth interrogation of challenges facing water services entities in KwaZulu-Natal and Gauteng. They highlighted pressing governance issues observed during the visits, including municipal debt, delayed mega projects, and the lack of enforcement mechanisms to address criminal interference and mismanagement. They proposed that future reports include clear deadlines, consequences, and conditional grant linkages to improve accountability and prevent continued maladministration. They also noted the operational challenges at wastewater treatment and water reclamation works, including industrial chemical contamination and the productive use of sludge as compost within a circular economy framework. Other observations included issues with contaminated rivers, aged infrastructure requiring upgrades, and innovative projects like acid mine drainage management, which could serve as replicable models across the country.
