Video The Portfolio Committee convened to address the financial crisis facing water boards as a result of persistent non-payment by municipalities. The Deputy Minister of Water and Sanitation reported that municipal debt had escalated to over R25 billion, threatening the sustainability of water boards. Interventions such as withholding equitable share allocations, demand letters, and supply restrictions had been employed in collaboration with National Treasury and the Department of Cooperative Governance and Traditional Affairs (COGTA). Briefings from the three Departments outlined the constitutional and legislative frameworks for withholding funds, the debt burden of municipalities, and the corrective measures taken to compel compliance. Deliberations by Committee Members highlighted concerns around recurring defaults, the lack of formal payment agreements, and the negative impact of service restrictions on communities. Proposals included automatic deductions from equitable share allocations when municipalities defaulted, tighter oversight of municipal managers, and stronger consequence management. Members stressed that interventions must move beyond temporary relief to long-term structural reforms in municipal governance, revenue collection, and accountability.
