Video The Portfolio Committee on Water and Sanitation convened virtually to receive an in-depth briefing from the Auditor-General of South Africa (AGSA). The meeting aimed to cover AGSA’s mandate, their culture shift strategy, the Department of Water and Sanitation's past audit outcomes, material irregularities, previous recommendations, and commitments. Furthermore, the Committee considered and adopted the programme for the Second Term. The Auditor-General’s presentation began with a comprehensive overview of AGSA’s constitutional mandate, which included auditing and reporting on public sector performance to promote transparency and accountability. AGSA outlined its mission and vision, highlighting its commitment to improving public sector integrity and service delivery through a significant cultural shift within government entities. That shift focused on enhancing accountability, fostering transparency, and ensuring financial and operational practices aligned with constitutional and strategic requirements. The presentation delved into the performance of the Department of Water and Sanitation and its related entities over the past 12 years. Key issues identified included persistent delays in critical infrastructure projects, such as those aimed at improving water supply and sanitation systems. The Auditor-General pinpointed procurement challenges and financial mismanagement as major contributors to those delays. Those issues were exacerbated by inefficiencies in project management and the need for more effective consequence management. The presentation emphasised the need for a rigorous approach to addressing those challenges to align with the national development plans and strategic frameworks. Members of the Committee raised several pressing concerns during the discussion. The slow resolution of material irregularities was a significant point of contention, with Members questioning the effectiveness of current measures and the impact on financial sustainability within the water sector. The financial health of water boards was scrutinised, particularly concerning unpaid debts and their implications for service delivery. Members also questioned the effectiveness of existing sanitation programmes, noting delays and inefficiencies in addressing infrastructure needs and sanitation backlogs. The meeting concluded with the Committee considering and adopting the programme for the Second Term. The programme included plans for oversight visits and briefings on several critical issues, including dam safety, the financial crisis facing the Vaal Central Water Board, and other significant infrastructure projects. The Chairperson concluded the meeting by emphasising the importance of thorough scrutiny and preparation for future sessions, underlining the need for continued vigilance and effective oversight to address the challenges highlighted during the briefing.
