SA-TIED
This report provides the first independently commissioned, long-form account of Operation Vulindlela, South Africa’s structural reform programme. It explains how the programme came about, how it works and what it achieved in its first five years. Written by Pippa Green, the report draws on government and SA-TIED documents, as well as interviews with Dr Duncan Pieterse, Director-General of the National Treasury; Dr Sean Phillips, Director-General of the Department of Water and Sanitation; and Rudi Dicks, Head of the Project Management Office in the Presidency. It also includes inputs from Saul Musker of the Presidency and Aalia Cassim of the National Treasury.
