Evaluation of the District Development Model

DPME

Abstract

The District Development Model (DDM) was introduced in 2019, with an aim to strengthen intergovernmental coordination, improve service delivery and promote socio-economic development in South Africa. The model seeks to integrate economic planning and implementation at all spheres of government (national, provincial and local), thereby improve accountability and development outcomes. This being a Synthesis Evaluation, it involved drawing from existing evidence sources. Fourteen key evidence sources were identified through a systematic screening process using criteria of relevance and quality. By consolidating findings from existing evaluations and studies, the synthesis methodology provides decision-makers with accessible evidence, reduces duplication, and ensures that lessons from past evaluations are retained and applied. The evaluation assessed the DDM across the following four dimensions: Effectiveness (the extent to which intended objectives were achieved); Coherence (policy integration and stakeholder coordination); Efficiency (the cost-effectiveness of implementation); and Outcomes (the results and changes generated by the DDM). Overall, the evaluation concludes that the DDM represents a critical step toward integrated governance, but significant gaps must be addressed for it to realise its full potential. Its implementation has been uneven and fragmented, limiting its ability to fully achieve its intended outcomes. Key findings, in summary, are: Improved intergovernmental coordination, enhanced financial planning, and community engagement are essential to maximizing its effectiveness. Furthermore, institutionalizing standardized monitoring frameworks will be crucial to ensure transparency and informed decision-making at all levels of government.
