Description
South Africa's STI Decadal Plan, gazetted in 2022, sets 10-year targets across eight priority areas: space, the ocean economy, advanced manufacturing, agriculture, human health, energy, ICT, and mining. The Plan is the most ambitious STI policy framework since the 1996 White PaperWhite Paper: A government policy document setting out official plans and proposals, typically following a green paper consultation. A white paper signals firm policy intent and often precedes the drafting of legislation.. However, it remains largely unfunded: the MTBPS 2025 did not allocate the estimated R50 billion required for full implementation, and DSI's budget has declined in real terms. Parliamentary Committee on Science and Innovation BRRRs noted the disconnect between the Decadal Plan's ambition and DSI's appropriation trajectory. The reform converts the Decadal Plan into a funded mandate through multi-year appropriations, EU Horizon association co-funding, AfDB grants, and revised CSIR/NRF mandates explicitly aligned to Decadal Plan priorities.

SA's science councils (CSIR, SABS, NRF) were modelled on different institutional logic; KAIST's explicit commercialisation mandate and industry-linkage tracking offer a direct reform blueprint.
Approach
KAIST was created outside the ordinary university system: it reported to the science ministry rather than the education ministry and was exempted from the regulations governing curricula, admissions and faculty pay that bound other universities. It began as a graduate research institution only. Two recruitment instruments did the work — faculty were hired back from the diaspora at internationally competitive salaries, and students received exemption from military service, which secured the strongest applicants in the country. It was funded fully by the state for its first two decades and sited alongside the government research institutes.

Lessons for South Africa
The Decadal Plan's problem is that it is a plan without an appropriation, and Korea's answer was to create one institution with a guaranteed twenty-year funding line rather than spread an aspiration across the existing system. If the estimated R50 billion is not going to arrive, the DSI's real choice is between a thinly funded eight-area plan and a concentrated, protected commitment in one or two of those areas. The instrument lesson is that KAIST's advantage came from exemption — from pay scales, admission rules and reporting lines that constrained everyone else — which is the relevant frame for revising the CSIR and NRF mandates: an aligned mandate without relief from the rules that bind them changes little.
