DSTI Quarter 1 2026/27 Performance and Legislative Programme

Video The Department of Science, Technology and Innovation (DSTI) presented its Quarter 1 performance report for 2026/27. DSTI reported that it achieved 84% of its Quarter 1 performance targets, meeting 27 of 32 targets, with five targets requiring follow-up. Key achievements included progress in digital transformation, procurement from women-owned businesses, international cooperation, astronomy and research infrastructure, the establishment of living labs, support for grassroots innovators and SMEs, and the launch of a mobile hydrogen refuelling station and rapid prototype training initiative in partnership with Toyota South African Motors and African Rainbow Minerals. The Committee also received an update on DSTI's 2024–2029 legislative programme, including proposed legislation and regulations on the natural scientific professions, indigenous knowledge, the National Research Foundation, national research facilities, science, technology and innovation, space, technology innovation and the National Advisory Council on Innovation. DSTI reported a total 2026/27 budget of R10.439 billion with 34% expenditure of R3.516 billion for Quarter 1 with a variance of R46.971 million expenditure. Committee members raised concerns about underperformance in procurement from enterprises owned by persons with disabilities, the absence of secured funding for the Sector Innovation Fund, delays in legislative processes, township and rural procurement, digitalisation, graduate internships, entity governance and financial management.
