TIA & SANSA 2025/26 Annual Reports
Committee: Science, Technology and Innovation
Summary
Video Annual Reports 2025/26 The Portfolio Committee on Science, Technology and Innovation met with the Technology Innovation Agency (TIA) and the South African National Space Agency (SANSA) to consider their 2025/26 annual reports and audit outcomes. TIA reported improved performance and a reduction in audit findings from 31 to 14, while highlighting the R1.2 billion Kapa Biosystems settlement, its revised TIA 2.0 strategy and efforts to strengthen governance, commercialisation and investment processes. SANSA reported achieving 91% of its performance targets and its fifth consecutive clean audit, while presenting progress in space science, satellite technology, research, youth development and Earth observation services. Committee Members raised concerns about TIA’s handling of complaints, delayed funding and investment decisions, vacancies, weaknesses in revenue management, irregular expenditure, provincial disparities in funding and the limited participation of persons with disabilities. They also sought clarity on the reinvestment of the Kapa settlement, job creation data, procurement practices and post-investment monitoring. Regarding SANSA, Members questioned delays in the EOSAT-1 satellite programme and Deep Space Network project, underspending, contractor accountability, declining revenue, vacant Earth observation positions and the reliability of performance indicators. They also raised concerns about SANSA’s recurring deficits and financial sustainability, noting that its R150 million parliamentary grant covered only 42% of its operating requirements.
