Industry lobbying has secured continued tax-free allowances of 60-95% for trade-exposed sectors. The key tension is between environmental effectiveness and competitiveness concerns: without transparent recycling of carbon tax revenue into adaptation and transition programmes, political support for further rate escalation remains fragile.
